Chapter Nine Bylaws

ARTICLE I

Name

SECTION 1.   The name of this chapter shall be The Association of Aviation Ordnancemen, Chapter Nine Jacksonville, Florida.

ARTICLE II

Objectives

SECTION 1.   To promote the professionalism of the Aviation Ordnance rating within the United States Navy, United States Marine Corps, and the Department of Defense.

SECTION 2.   To bring about improved communications and increased cooperation between the fleet Aviation Ordnancemen and the personnel responsible for the design and procurement of weapons systems, components, associated hardware, and related handling support equipment.

SECTION 3.   To continually improve and promote all aspects of ordnance handling and explosive safety. Encourage proper and consistent supervision of all ordnance evolutions.

SECTION 4.   Support the Association of Aviation Ordnancemen Educational Foundation in the Robert L. Crow scholarship fundraising efforts.

SECTION 5.   To support the Naval Aviation Museum in the preservation of Aviation Ordnance memorabilia as well as documenting historically significant events associated with the Aviation Ordnance rating.

ARTICLE III

Policies

SECTION 1.   This chapter shall be governed by the policies set forth in these Bylaws. Procedures not covered in these Bylaws shall be governed by a quorum of the Board of Directors and/or the National Bylaws.

SECTION 2.   This chapter shall be non-profit, non-commercial, non-sectarian and non-partisan. The name of this chapter and the names of any member in their official capacities shall not be used in connection with any commercial concern or partisan interest.

SECTION 3.   This chapter shall promote the Aviation Ordnance rating through personal contacts, monthly meetings, conferences, committees, community service, and representation at the annual National AO Symposium/Convention.

SECTION 4.   This chapter shall cooperate with other organizations and agencies active in the support and welfare of the armed services of the United States, providing that no commitment is made binding the Association of Aviation Ordnancemen without express approval by the National Association Board of Directors.

ARTICLE IV

Membership and Dues

SECTION 1.   Membership in the chapter shall be acquired by being a member in good standing with the National Association of Aviation Ordnancemen.

REGULAR MEMBER:   Any person who served or is serving within the Aviation Ordnance Rating (enlisted) or Aviation Ordnance Specialist Designator (Officer, Warrant Officer) in the United States Navy or Marine Corps (active or reserve).

ASSOCIATE MEMBER:   Any person who believes in and supports the objectives of The Association and is sponsored by a regular member.

AUXILIARY MEMBER:   Any person who is a member of the Auxiliary to the Association of Aviation Ordnancemen.

HONORARY MEMBER:   Any person who has made a significant personal contribution in the field of Aviation Ordnance or to The Association. Honorary membership shall be by recommendation of any regular or associate member and approved by the Board of Directors and the general membership.

SECTION 2.   A quorum of the Board of Directors may impose membership dues at an amount deemed necessary to cover chapter operating expenses.

SECTION 3.   All members of Chapter 9 - regular, associate, auxiliary and honorary members will have a vote in the Chapter proceedings.

ARTICLE V

Officers and Elections

SECTION1.   The chapter officers shall consist of President, Vice President, Secretary, Treasurer, and a minimum of two members as Board of Directors (BOD).

SECTION 2.  The Board of Directors shall consist of the President, Vice-President, Secretary, Treasurer, and at least two (2) other elected individuals.

SECTION 3.  These officers shall be elected officials. To serve as an official, individuals must be in good standing with the National Association, with all dues current and verified through the National Treasurer.

SECTION 4.  The President, Vice-President, Secretary, Treasurer, and all Board of Directors shall serve a one (1) year term unless reelected for another term.

SECTION 5.  Nomination for officers and board members shall be made from the floor during the monthly business meeting. The consent of each nominee must be obtained before their name is placed in nomination.

SECTION 6.  The election of officers and board members shall be held by balloting at the monthly business meeting prior to the expiration of term.

SECTION 7.  Unplanned vacancies in office shall be filled by presidential appointment with ratification of the Board of Directors.

 

ARTICLE VI

Duties of Office

SECTION 1.  The President shall:

Chair the general business and Board of Directors meetings.
Create such standing committees as deemed necessary to support the chapter.
Appoint audit team for semi-annual audit of chapter finances consisting of at least two members, of which one shall be a member of the Board of Directors.

SECTION 2.  The Vice President shall:

Act as aide and advisor to the President.
In the absence of, perform the duties of the President.

SECTION 3.  The Secretary shall:

Keep accurate records of proceedings of all general business meetings.
Maintain records of previous meetings.
Shall prepare a summary of unfinished business for the use of the President.
Shall conduct all necessary correspondence of the chapter.
The Secretary, as Historian, shall compile and maintain all historical data of the chapter.
Submit a chapter article for publication in the National Association newsletter.

SECTION 4.  The Treasurer shall:

Receive and deposit all monies for the chapter in a bank approved by the Board of Directors.
Dispense chapter funds as authorized by the Board of Directors.
Prepare and present a statement of account at the monthly business meeting.
Prepare and submit the chapter’s financial report prior to the National Association annual business meeting. Provide financial records for semiannual chapter audit.

SECTION 5.  The Board of Directors:

Four members shall constitute a quorum at the meeting of Board of Directors.
All members of the Board of Directors, including all elected officers, are voting members.
A telephone vote may be taken when time is of the essence; results to be read into the records at the next meeting.
Transact all necessary business between the general business meetings and such other business as may be referred to it by the chapter.
Authorize expenditures of funds not to exceed 75% of the total amount of the chapter’s checking account.
Present a complete report of all actions taken at the scheduled monthly meeting to the general assembly.

SECTION 6.  The Chaplain:

The Chaplain is an appointed position and is not a member of the Board of Directors.
The Chaplain shall perform nonsectarian devotional services at the chapter’s monthly business meetings as well as other duties as the president shall prescribe.

SECTION 7.  Each officer, upon the expiration of their term of office, or in case of resignation, shall release to the president, all records and other material pertaining to that office without delay.

ARTICLE VII

Meetings

SECTION 1.  General meetings of the chapter shall be held monthly at a time and location to be determined by the President and announced to the general membership at the earliest possible time.

SECTION 2.  The Board of Directors shall meet before the general business meeting of the chapter. Special meetings of the Board of Directors may be called by the President.

SECTION 3.  The privilege of nominating, making motions, debating and voting shall be limited to members of the chapter who are in good standing with the National Association.

SECTION 4.  Discussions and debates will be conducted in accordance with "Roberts Rules of Order" to maintain good order at chapter meetings.

ARTICLE VIII

Committees

SECTION 1.  Standing committees shall be created by the Board of Directors as directed by the chapter President.

SECTION 2.  The chairperson of a committee shall be appointed by the President.

SECTION 3.  Periodic reports shall be compiled by the chairperson of each standing committee and submitted to the chapter president.

ARTICLE IX

Amendments

SECTION 1.  Proposals for amendments to these Bylaws will be submitted to the general assembly at the monthly meetings.

SECTION 2.  These Bylaws may be amended by two-thirds vote of attending members at the monthly meeting.
